ADA EAST DISTRICT ASSEMBLY INTRODUCED TO DLREV SOFTWARE

An introductory workshop on the District Local Revenue Software, commonly known as dlRev, was held on 12th June 2026 at the Assembly Hall of the Ada East District Assembly.

The workshop was facilitated by Mr. Fred Boakye and Mr. Kwesi Ackaah, a two-member technical team from the Ministry of Local Government, Chieftaincy and Religious Affairs. The engagement formed part of efforts to introduce staff of the Assembly to the dlRev platform and deepen their understanding of how the system can support effective local revenue mobilization and administration.

The workshop brought together the District Chief Executive for Ada East, Hon. Kenneth Kabu Kofi Kanor, the District Coordinating Director, Ms. Jean Ameley Tagoe, and key technical staff of the Assembly. Participants included budget analysts, finance officers, Management Information System officers, internal auditors, development planning officers, physical planning officers, revenue officers and other officers whose duties relate to planning, finance, monitoring and revenue management.

The main objective of the session was to familiarize officers with the dlRev system, explain its relevance to the Assembly’s revenue operations, and outline the basic requirements needed for its successful implementation in the district.

In their presentation, Mr. Boakye and Mr. Ackaah explained that dlRev is a web-based revenue management application developed by the Ministry of Local Government, Chieftaincy and Religious Affairs in collaboration with the Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) for Metropolitan, Municipal and District Assemblies in Ghana.

They noted that the platform is designed to improve how Assemblies identify, bill, collect and monitor local revenues. According to the facilitators, dlRev combines a geographic information system-based digital address map with a fiscal cadastre, making it possible to link revenue items to their exact locations within the district.

The software supports the management of property rates, business operating permits, rents on Assembly infrastructure such as market sheds, stalls and stores, fees from market grounds and lorry parks, fines from breaches of by-laws, and other sources of internally generated funds.

Participants were also taken through some key features of the platform, including data management, electronic billing, generation of demand notices, revenue tracking and real-time updating of records. The facilitators explained that the system is intended to automate the revenue process from data collection to billing, collection and reporting.

They further indicated that the use of dlRev would help promote efficiency, transparency and accountability in local revenue administration. The platform is also expected to provide reliable data to support planning, decision-making and improved service delivery.

The District Chief Executive, Hon. Kenneth Kabu Kofi Kanor, and the District Coordinating Director, Ms. Jean Ameley Tagoe, welcomed the introduction of the platform and engaged the facilitators on the operational, technical and administrative arrangements needed for its effective rollout in Ada East.

At the end of the workshop, staff of the Ada East District Assembly had gained preliminary knowledge of the dlRev platform and the preparatory steps required for its implementation. The introduction of the system is expected to enhance local revenue mobilization and strengthen revenue administration in the district.
