The Ada East District Assembly continues to demonstrate its commitment to effective local governance and institutional strengthening. The Special General Assembly Meeting held on 27th April 2026 marked a significant milestone in repositioning the Assembly’s leadership structures for improved service delivery.
Special General Assembly Held
The Assembly successfully convened a Special General Assembly Meeting on Monday, 27th April 2026, at the District Assembly Hall (Integrity Hall). The meeting brought together Hon. Assembly Members, Heads of Departments, and key stakeholders to deliberate on important governance matters, including the election of the Presiding Member in accordance with section 17 (1) of the Local Governance Act, 2016 (Act 936, as amended) and Section 9(3) of the Model Standing Orders for District, Municipal and Metropolitan Assemblies.
This significant meeting, which brought together Hon. Assembly Members, Heads of Departments, and key stakeholders, reflects the Assembly’s continued commitment to democratic governance, transparency, and responsive leadership. It also underscores a shared vision to reposition the Assembly to deliver improved services and accelerated development to the people of Ada East.
Adding further weight to the meeting's significance, the Secretary to the Assembly, Madam Jean Ameley Tagoe, reiterated the importance of strong institutional structures in driving development. She noted that:
“The strength of any Assembly lies in the effectiveness of its structures and the commitment of its members to work together in the interest of the people…I urge all Hon. Members to uphold the highest standards of fairness and decorum, patriotism, and free and fair elections.”
Election and Swearing-in of Presiding Member
A key highlight of the meeting was the re-election and swearing-in of Presiding Member, Hon. Philip Tetteh Atchia, who will continue to steer the affairs of the Assembly for the third and fourth sessions. He secured twenty-nine (29) votes to be confirmed as the Presiding Member. The election, conducted by the District Electoral Officer and supervised in accordance with established legal procedures, reinforces the Assembly’s adherence to due process and democratic principles. Following a successful confirmation, he was sworn
in by Her Honour Catherine Obiri Addo.
In his acceptance remarks, the newly elected Presiding Member expressed gratitude to Hon. Members for the confidence reposed in him and pledged to provide inclusive and effective leadership. He emphasised the need for unity, collaboration, and commitment among Assembly Members to advance the district's development agenda.
Recomposition of Committees of the Assembly
A central component of the meeting was the reconstitution of the Assembly’s Sub-Committees, which serve as the operational backbone of the local governance system. The reconstituted committees, covering Works, Finance and Administration, Development Planning, Justice and Security, Social Services, Agriculture, and Local Economic Development, bring together a diverse mix of Assembly Members, technical experts, and co-opted stakeholders to ensure informed decision-making and effective implementation of policies.
In addition, the Assembly reconstituted the Executive Committee, the highest decision-making body responsible for coordinating the activities of all sub-committees, as well as the Public Relations and Complaints Committee (PRCC), which plays a crucial role in promoting transparency, accountability, and citizen engagement.

The reconstitution of these key structures is not merely a statutory requirement but a strategic intervention aimed at enhancing efficiency, strengthening coordination, and ensuring that development initiatives are effectively planned and executed.
